CEO

David Orr is the Founder and CEO of Orr Partners, an award-winning, international project and development management firm recognized for delivering complex infrastructure projects with precision and integrity.

David began his career with Morse Diesel, then the world’s largest construction company, where he gained foundational experience in managing large-scale, technically demanding projects. He went on to lead a major construction firm before becoming a partner in a national real estate development company. In 1988, drawing on his deep experience across construction, engineering, and development, he founded Orr Partners.

Under his leadership, Orr Partners has grown into a trusted advisory and project management firm for government, institutional, and private sector clients. The firm is known for its independent, impartial, and technically rigorous approach to project delivery. David maintains executive oversight of all major projects and serves as Principal-in-Charge on key assignments, having been involved in over 43.5 million square feet of construction and development projects worldwide.

An engineer by training with a deep background in construction, David has pioneered innovative project delivery models for highly complex programs. His approach integrates process optimization into design and employs a transparent, risk-optimized methodology that consistently delivers projects on time and on budget.

Through these methods, David has positioned Orr Partners as a leader in the design and execution of sophisticated infrastructure initiatives—including the manufacturing and assembly of nuclear submarines, advanced jet aircraft facilities, and large-scale housing developments. He is widely recognized for advancing best practices in cost estimating, scheduling, contract negotiation, and program management, setting new standards for excellence in the built environment.

David is a past President of the Virginia Associated Builders and Contractors, an appointed Commissioner for the Fairfax County Virginia Goals Committee and a recipient of the Georgetown Prep Insignis Medal. He holds a BS in Civil Engineering from Syracuse University and has taught numerous national development and project management courses for the Urban Land Institute and as an adjunct professor at American University. He is currently a Member of the Commissioning Committee for the USS District of Columbia, the first Columbia Class submarine to be produced.
