In 1988, Mr. Orr founded Orr Partners. The firm has grown to become a leading, award-winning, project and development management firm. Under his leadership, Orr Partners has established a reputation for providing its clients with the highest quality, independent, impartial and professional advice and project management expertise. He maintains oversight of the company’s ongoing projects and serves as Principal-in-Charge on key projects. He has been involved in over 35M SF of construction projects.

As Principal, Mr. Orr provides clients with the highest quality construction and project management services. He brings an extraordinary depth of expertise, creativity, and technical skills with deep knowledge of construction and contract negotiations. He is recognized for innovations in construction and program management, including procedures for cost estimating and analysis, scheduling, contract management, and communications.

Mr. Orr began his career with one of the world’s largest construction companies, Morse Diesel. Upon relocating to the Washington area, Mr. Orr supervised the construction of the Marriott Headquarters in Rockville, Maryland. He then moved to Richmarr Construction where he gained extensive training and experience in all aspects of development and construction. Subsequently, Mr. Orr became a Partner for Lee Sammis Associates, Inc. where he was responsible for development and construction in 14 company-owned, master planned campus projects delivering over one million SF per year.

In addition to over 45 years of industry experience, David holds a Bachelors of Science in Civil Engineering from Syracuse University.
